
The Industrial Development Corporation of Sanford (Maine) (IDCS) is seeking to engage a professional consulting firm to prepare a business plan for the Sanford Maine Regional Airport. The scope of the project will include the review of the Airport’s: minimum standards; commercial tenant and commercial operator leases or access agreements; rules and regulations; fees, and tenant services. The consultant will be asked to review the potential economic growth of the Airport as it relates to:
The consultant will be charged to review financial baselines of the airport and methods to improve the airports financial performances including identifying any grant options to explore in addition to the FAA’s Airport Improvement Program. In reviewing and developing the strategies to optimize the airports use, the consultant will review the challenges of the airports geographic location, physical layout; availability of development space; impacts of environmental obligations as they relate to development; flight training issues; and related airport marketing. If your firm desires to be considered for this assignment your submittal should consist of a one or two page Letter of Interest, with a maximum of five resumes (not to exceed a total of 25 pages). One of the resumes must be that of the proposed person in charge of the work. Eight copies of the submittal are required and it must be received by November 30, 2010, or if hand delivered, by 4 PM on that date. Included in the submittal must be a brief narrative summarizing your current workload, a description of proposed staff, qualifications, discipline experience, and expertise in the following: (1) preparation of airport business plans at comparable airports; (2) background and understanding of relevant planning documents; (3) other relevant experience in the preparation of general aviation development plans; and (4) familiarity with Maine Airport Policies and Procedures. The location of the office where the work will be performed and the staff size of that office should also be indicated. Firms applying for this assignment will be required to demonstrate the ability to provide the required documents within 12 months of their notice to proceed. Do not send additional documentation other than what is requested. The Consultant Selection Panel may reject your submittal, and your firm may not be considered for this project if you provide additional documentation such as corporate brochures, background information, and histories. All firms are advised that the prime consultant must perform the major part of the work with employees of the firm. Joint venturing will not be allowed.
